Jewel tiers are determined by the number of modifiers they possess and higher-tier jewels have more modifiers than lower-tier ones. The primary effect of a gem is determined by the tier it is, while the secondary effect is random and players can make use of luck potions to increase the probability of obtaining better secondary effects.
Jewels can also be added to objects with sockets that match similar to other upgrade components. For instance Garnet Pebble (gemstone) and an Adorned Garnet Jewel (jewel) both offer a boost to strength, but the Garnet Pebble is only able to increase regular hits, while the Garnet Jewel also boosts the player's strength. Jewels can be found in all weapon, armor and accessory slots. They can also be used with exotic trinkets or lower rarity trinkets that require the use of a slot.
Gems are a DM-specific mechanism that allows items to feel special to their owners. Jewels offer a variety upgrade paths that let players customize and find the best combination for them. They can also upgrade their existing equipment using new jewels if the initial set of a particular kind isn't working anymore.
Requirements

The player then has to provide the appropriate currency needed for the Upgrade Item and could be asked to supply additional materials if necessary. These requirements are based on the level of manufacture with weapons generally having stricter requirements than armor.
In addition to the mandatory upgrade components, a lot of upgrade recipes come with an 'Acceptable Materials' list. This list also includes other upgrade components that can be used to upgrade an item. It also has a flag that indicates whether or not it is a guaranteed boost. It is crucial to know because the value of an upgraded item upgrader could vary significantly depending on the 'extras' it comes with, with properly rolling gear worth a lot more than those that are not upgraded.
