If you have the money, try Sony Acid. It's the best program I've used, and it's really user friendly.

As for the sounds, what do you need?

Hm. First off, I guess you could search around the net for a simple drum machine program to use for the drum beats, and I know there are some other programs like a drum machine that you can use to make synth beats and all that stuff. I'll try and find some.

*EDIT* Well, all I could find was this place for drum machine programs. It's all flash based, so I guess you could just use Audacity to record it. Hope this helps you out. If you know what else you might need, then maybe I can help you out with that too. http://www.keyboardmuseum.com/d_machines/vdrums.html
