Here are the some stages that I prepared with Freedom Planet's Screenpack.

Hey, some of them are pretty cool, like the first one.
2d flat ground won't work for mugen in some cases, unless you make the floor to be on a front layer (so it will cover the character lower foot) - but can still looks weird.

I know, I already tried to get the floor to the front but I didn't like the result, so I preferred to keep behind the chars and make it a little less weird as possible.

All stages have been updated. Now you can choose between 4:3 and 16:9 resolutions for your Mugen 1.1, all with zoom.

It has animation only in the flags that are in these buildings ahead and the Velocity parameter in the boat that is behind the eastern buildings.
