Stardust Speedway (Sonic CD) updated

[Magma MK-II]

I've been meaning to update this stage for quite a long time, but finally got into the mood for it. I updated the sprites and added a few new bells and whistles, like the huge background buildings from the stage, but dialed back on some stuff I wanted to do either because it was impossible or because it would make the fps cry. I also separated the sffs for each version of the stage.
