Sky fantastic idea for a stage!! I love it!! 

I plan to use it for Nightwing or Azazel!! Thanks man!! 

Btw I noticed that the 5 persons on the left stairs and the guy on the right stairs move/float while the players are moving. Don't know if it was intentional or if its because I tested it on Mugen 1.1. Maybe its a bug of the stage but maybe its not so I decided to report u that!

Further the back background is a bit blurry but I didnt mind much cause I liked more the 3D feeling of it!

In case u plan an update maybe u can add some animation to some members of the Court!!

Also I could not pretend that I didnt see Wolfsbane there hehe!! 
She looks amazing and she could be a cool opponent vs Croc!! Is that an enhanced version of her, cause I used to see her in screenshots in a different design!! She was a nice teaser!!

Nice concept, but you lost some quality when you stretched that BG sprites.

I tested it on Mugen 1.0!! It has the same matter as Mugen 1.1. but it's better on Mugen 1.0 because the people on the stairs not move as much as they did it Mugen 1.1!
