Seth's quotes from the vid (quick translation):

"I welcome you in making it this far. Well then, feel free to display your power before me here...don't hold back now." (When you meet Seth in Arcade mode)

"Show me your full abilities" (When you use Seth in the home version)

I've played against Seth in the arcade version of SFIV recently. AI's decent, he's pretty strong at countering you. His Ultra Attack is deadly if you don't see it coming (the one where he shoots an invisible wave across the ground and captures you into that black vortex-like swirl). Hits low & fast, but it also misses as well

Can't wait to try out Gen for the home version. Hope he has his style change feature again

Man, Seth looks so goofy. His ability to use other people's attacks reminds me of Geegus from the World Heroes games. Well, at least his design isn't as bad as C. Viper or Rufus.

The SFII combo video was great. But Bison's insta-KO combo was kinda ridiculous. Oh well...

I doubt it after seeing so many vids of him i haven't seen anyone do it yet

The timeline you have is a bit off. SFA takes place after sf1 and before 2 so:
SF1
Alpha series
SF2
SF4
Sf3
Not stepping on any toes, but that's how it's supposed to be...

Nothing in Street Fighter makes sense anymore.

It is Rose. You can tell by the bone structure on the face. Also the bottom row is all Alpha characters (except Gen).

The top row is people who appeared in newer versions of SF2 (with the minor exception of Gouken)

Now that I think of it. A lot of rows are categorized. SFIV chars, returning SFII chars... etc

I'm thrilled beyond belief that Rose is in SF4. Outside of the awesome Vs. version Beximus made a while back, I never expected to see her again.

I agree with you(except for the laughter). In order for the hypothesis that Japanese magazine printed out to be correct, the following statements may be assumed:

The cover is just fan art and not everyone on the cover will appear in Street Fighter IV.
Some of those ladies in the cover of that Japanese magazine will appear as cameos wile other are playable.
That cover of the Japanese magazine may be showing characters that will only be featured in the Japanese home edition of Street Fighter IV.

Wouldn't it make more sense to bring in a character who can actually explain how Bison was able to return from the dead TWICE now?

Rose fits the bill nicely.

C. Viper and Rufus still need to be tossed, though.
