Again, you don't need to have two sff files. You make the sprites for both stances and make two animations.
Then people can change for the animation they want.

You have reason, but some of the mugen user no have any idea how to chance the AIR file to select the anim mi amigo, expert like POST can change the animation easy

I know mi amigo, but is more good 2 SFF for begginers, for expert and intermedium user only need to configure the ARI file mi amigo

This can make the character file very large.  If 2 stances are "needed" then the best way is to program the stances based on which PAL you select.  Its as simple as an 'IfElse' trigger.

Not bad idea. but I don't agree with you because 'two different stance in one Sagat' is not any feature of Sf4 Sagat. So adding two SFF files for different stance is more better. but yes, two sff files make a character file too large.
So Chuchoryu, upload the extra sff file for this stance... separetly, When you release Sagat. And then anyone can download the extra sff file, if he want.
And please, do this same thing for Blanka. when you release your Blanka, upload an extra sff file separetly.
The extra sff file for this stance...

And the main sff file (which will be in char file) for your choosen stance. :)

If it's possible, I am requesting to chuchoryu put only two stances...

The Difference between them is in there Head/Face. I want/like to play Sf3 Sagat with the second stance(), which is the original (with the original head/face), made by steamboy at first time ever.
I think, there is no need to keep this stance... anymore in sff file.

From whom you get first blanka stance?and yes, the next day is sagat release day. Please upload the extra sff for the first stance (made by steamboy) separately :)
