Great job on the first release HyperSonic. Below are some things I noticed that might help out:
General* She has no hit sparks for most attacks.
* Check debug messages for code error messages (statedef 196)
AIR File* The standing hit box is much larger then her body.
* The standing normal attack hitboxes tend to be longer than her body.
Game Play* If you try to do a 5 hit crouch combo (lp, lk, mp, mk, hp) into launcher the launcher won't hit.
* Crouching mp does not combo into crouching hp so you can't do a 3 hit crouching launch combo either lp -> mp -> hp (launcher).
* She can't cancel any special attacks into hyper attacks.
* D,F,P attack is very slow and unblockable. The recovery time is very slow too leaving Shadowcut very vulnerable.
* D,B,K attack is very slow and unblockable. The opponent can easily hit the running Shadowcat.
* D,F,K is also unblockable and when she misses she keeps running in one spot.
* Shadowcat's pause when she calls Lockhead pause is too long. Shadowcat get's traped in the animation and the opponent is free to dash foward and take advantage of wait time.
* D,F, PP hyper attacks gains hyper meter. Also there is no pause so player 2 is free to move around and beat up on Shadowcat while the hyper is beginning.
* D,F, KK hyper attack gains hyper meter too. It is also unblockable but can easily be hit out of.
* Her D,B, PP hyper does too little damage considering it requires 2 levels of hyper meter. (note: sometimes it does no damage like in the corner while sometimes it will do half a life bar damage).
CNS and ST files:* A lot of the Special Attack hitdef attributes are classified as normal or hyper attacks.
* A lot of the Hyper Attack hitdef attributes are classified as normal attacks.

For more info on hitdef attr see the IMT Wiki by clicking here.* The pause times in the hitdef always pause the opponent longer than Shadowcat which gives her an unfair advantage on block.
CMD AI:* The AI combo is in reverse. The higher state numbers should be on the top to ensure the combo is performed by the AI.
* KatKlaw dragon punch motion attack doesn't work because it is places after the Ghost Attack quarter circle attack in the CMD file.
