For those who don't know, the hyper move pictured is actually an attempt to remake Link's Final Smash in mugen.

B. I think it should move pretty fast. How will it look when it actually hits the opponent? I'm thinking it either hits the opponent and falls to the ground and slowly fades away, or it stays in the opponent and slowly fades away after a while.

That seems kinda tricky to be used for a combo...however it would be pretty accuracte character wise

My vote also sides with pulling P2 to you, rather then you being pulled to your target. Even if the hookshot isn't 100% accurate to what it does in the adventure game, a hookshot is still a hookshot and as long as the animations are there and look good, you'll have nothing to worry about.

10-15 I think, maybe a little less though.

Making it stick would be a pain. Say the "shot" character crouched, fell over or rotated somehow, the arrow would stay horizontal and centered at the character's mid position as I don't know how to make it detect if this happened.
