My opinion:

Ax ~ Slower than the lance but does more damage and is thrown up into the air and forward.

Lance ~ Moves faster than the Ax, but weaker and is thrown straight forward.

I second the yup.
The axe is more of an arch and the spear is straight forward. You could also change the color of the axe to gold but that my opinion.

It looks like the colors of the axe share the same colors as the armor.

that's what i thought you guys were hinting at (a slower AX).. If the ax attacks were to be slowed down it would leave him extremely open for a bashing, thus making the ax useless...

This character looks amazing! No matter what anybody says work at your own pace and release this character when you feel its good and ready. I'm sure it's going to be more than worth the wait.

OMFG got this is soo sik i expected him to only have like one sprite which was the one of him throwing the spear but how u guys edited th moves is sick and his art looks like that of cvs pro but that must be from an anthology series right

Seeing as it's still in need of refinement, I doubt we'll be seeing Arthur in our collective M.U.G.E.N any time soon. Which is fine by me, so long as it is well worth the wait. No need to become pushy, now.

I have a few released to look forward too but to be perfectly honest, I havn't updated my own Mugen for a few months, I have a bunch of stuff just sitting in my uninstalled folder, so I've been focusing on bringing that up to speed so I can just play Mugen for a bit before I get back into 15 credit hours of school along with my 40+ hours a week at work. We've also been finalizing the roster for the MvC project. Right now it looks like it may be about 40 characters (TBA) not counting the boss.

I guess I'll post my ideas now that this is reopened.

personally I think the ax should be used more to increase the damage of physical strikes, have an upward arc, and maybe let arthur use an anti air attack, whereas the lance would make his strikes faster, have him throw it forward, and maybe give him access to a charging attack (like a terry bogard burn knuckle type of move).

also, it might be fun to have one of his intros be the exact opening of ghost and goblins, with him in his underwear having a picnic and the arremer steals the princess and all.

another cool idea, now tha tI think about it, might be to have each weapon have it's own "trick" throws, like he throws them at different angles, and speeds, depending on what weapon is in his hand and what buttons are pressed. the axe could have an arc, a loopy arc and straight up, for example, with the lance having a straightforward toss, an upwards angled toss, and a toss backwards offscreen that comes back on from the opposite side or something. the torch could have a straight toss, a straight up and dfown toss that makes a forward moving column of fire, and an arced toss that makes a vertical pillar of flame.

maybe the weapons could affect his supers as well, like having the axe in hand could allow him to use a super similar to richter belmont's axe item crash, with the multiple axes circling outwards from him. he could have a charging lance spuer similar to charolette's attack from samurai showdown, and maybe a rapid fire lance toss or something.

He looks simply incredible.  The only thing I can point out that hasn't been said already is the portrait for his hyper doesn't quite fit.  His MvC sprite style just looks odd next to the CvS portrait style IMO.  Even though he wasn't in Capcom Vs SNK 2, Capcom clearly modeled his recent box art (the same picture as the one used for his hyper) from the same style in all of the CvS portraits.

In other words, I believe the artistic style of this character would flow a whole lot better if his portrait was more MvC-style or anime-esque.  That's my two cents.  Like I said, it looks simply incredible and I look forward to hearing more on your progress.
