that's rather vague, i hate dota2 and everything like it, but i love competitive multiplayer in other games

Well depends how detailed you want it.
I could just borrow some rips from a game and probably do a stage in an hour or more if i dont get distracted =P
Or make one from backgronds, wallpapers and screenshots and probably will take a week or more depending.

As for tools i use paint and photoshop.
I cant really tell you if is hard cuz that depends on the person too and i already know the coding basics very well and a few adv things.

hmmm yeah you also forgot Hekathon, Lightflare( but he releases at his site) and about 4 others that i know  can make stages.....your the fastest i have seen. Pretty good at it too.  I aint even gonna dare to enter that competition.  . i am the Crom resident super noob at making stages. I got a long time to get to you guys level. But we shall see...woooohahahahahaha!

hmmmm thius right here gave me an idea. i think Cruz and Mugen Ninja are perfect to do a lil something at the Crom. 

well bro there are a bunch of stage making tuts around and def on youtube. thats where i first saw one, was just taking a simple image and putting it into fightory factory to code it. But i def suggest if you want to make a static stage to get the basics down and going in and using rips or your own custom stuff to get a real good feel of making them....Cybaster Stage Creation program is the best to get the start. you just have to do some small things in the program ( like butter easy to follow) and it creates the stage itself  doing the def and the sff. then you just put it in your mugen sp like you would any stage. Inside the program you set the image , your creator name, the name of the stage, its size parameters, pick either mugen 1.0 or winmugen, pick either reflection or shadow or both and then it goes into setting a character on it thats already in it, once you set him right, then it asks you to drag red line down to the floor you want to set, then you click which method you want the stage to be. I always pick RGB mode. . but you get that program just look in the instructions to use it. its super easy.
