How do I make sprites High Res?

I would like to know how to make sprites of any character appear something like these.

Edit each sprite using an image editing software (Photoshop, GIMP, etc.). I believe you increase the size and apply filters.

Hi,
I would like to try this also but can't seem to find much info. on it. I tried doubling all the sprites then used a soften effect using paintshop pro & then converted the images back to 256 colours. The sprites look ok but I was wondering what is the best software & effects to achieve hi-res sprites. The sprites position is now too low on the screen so is there somewhere to adjust the overall Y position or do i have to move up every sprite individually. Also do all the hit box's have to be moved or is there any software that can tell from the coloured pixels where to put these? thanks & can't wait to see some hi-res mugen characters!   %%-

You need to adjust the sprite placement(and adjust the hit boxes) in the def file by using Fighter Factory.

What software do you have?
I am using Paint Shop Pro version 9.
