subject  ~X( cause well I can't make char sprites so I figured if I could help in some way maybe this way (or tell me what I can help with by pming me remember I'm new so be nice about it)

Yo.

You should get Fighter Factory. There, you can make a whole new soundpack. Its really easy with fighter factory. Now, are you looking to EDIT sounds to your needs or taste? That I can help with too.

Get fighterfactory, pick a character, make a backup coppy of their sound pack just incase.
Then open the character with FF, go to the sound section, and find the sounds you want to change, hit the change button and put the wav file you want to put inpace of the old sound.

no, I didnt mean that (I know that stuff  8-} ) I meant how to make a sound pack but I figure it out I just find stuff on youtube and rip it with vixy, right

Yeah, then get an audo editor like Audacity (its free)
Edit the mp3 you'll get from vixy and chop it up into bits.

You can also take sounds and voices from characters that are from a game.
PC or home consoles... It doesn't really matter.

How to do this?
Is a very long story but to resume it in a few basic points:

1) Some PC games already come with the WAV files and are just a "grab it" job.

2) Others have their sounds and voices on a weird type of file and is your job to convert it to WAV files.

3) And for home consoles...
You just need to record the sounds with any recording software and a PC microphone.

There might be other ways too but this is the end of my hint...
Now you must solve the rest of the riddle yourself. ;)
