what does rare mean?

why is it everywhere I go (E-snips mostly) every file is called rare chars but I keep seing the same stuff in every one

Rare is a term used to describe characters that are hard to find. However, rarity implies a limited number, which doesn't count for data.

Besides, you'd be surprised how often some would throw rare around for easy to find characters.

Yeah, I've seen and heard of several instances where people wanted to trade characters, especially in some request threads where the topic maker says, pretty much "I want this rare character and I'll trade you if have it". I do know some don't know any better, though, but you know how this trading card game called Mugen goes...

I think it may be more turned private.  Rare doesn't really make sense.  Rare would be more like a a Optimus prime truck that they only made 1000.  The first thousand buyers thats it.

It was a picture that was uploaded by some random guy on a forum when Future Spawn (the krizalid edit) was released.

Well, Rare means that not many people have it. It could be a leaked private character, a generally private character, an old character that was eventually forgotten about (Aku Ma by Aku_Ma is an example), ETC.
It also could be hard to find cause there's no download links.

but that still implies that data can be rare, and it isn't. Rare may include hard to find, but hard to find doesn't mean it's rare.

It's like saying this picture:





Is rare. I'm sure that this picture would be relatively hard to find on the internet for the normal person, but how would that imply rarity for a non physical medium?

I agree.  A better word would be exculise character, not rare.  Anything that could replicate itself (all internet media) expodentially should not be considered rare.
