Seems like the characters between 52 and 63 are evil versions of the character between 9 and 20.

Edit: Okay, I found them, but as far as I can tell, they don't have names. They're the common enemies of the game, ZZ enemy01 to ZZ enemy28.

All those characters are from an obscure PC game called "Rockman Strategy"
