You should use a ground screenshot, since it shows off more of the stage, which makes identifying problems easier.

I just opened up your stage in fighter factory... and theres only one rain sprite... which means the rain in your stage is not animated... The sprite itself looks an like one of my rain sprites from 2 of my stages. The sprite isn't the same size as mine though so I'll give you the benefit of the doubt. In the mean time... Try animating the rain o_O
