That's one of the interesting things with the Target Break mini gamees, especially if you're trying to get the fast times to meet the challenges. Every character has advantages/disadvantages with it, so you'll end up seeing players (especially those who have mastered a cetrain character) more or less go into a routine with break the Targets.
There are points in levels where only certain moves from certain characters will work as well. For example, in Break the Tagets level four (the ice level) in order to hit that targer on the bottom middle (suspended in the air between the two cliffs), Wolf has to use his forward dash to hit it. For him, nothing else seems to work, as he will fall and be KO'd there. So, if you see any vids of Wolf completing that level, he'll use that move to break that target.
