how 2 make the small portrait shared pallete with sprites?

I need help on this  'shared pallet' problem with the small portrait. They look fine in the select screen and vs. screen as you can see in the pictures below...
I wanted the smaller one a little larger so I made it 27x27




1. Anyway, I know that the large portrait doesn't have to be shared pallet, but the small portrait does, so is this why it looks so horrible in the lifebars? because it's supposed to be a shared pallet with the sprites?


2. I guess my n00b question is, how would I go about making the small portrait a shared pallet with the rest of the sprites? (I'm using fighter factory)

3.  Also, how do I bring or move group 9000, to the front or the SFF?
