Help with time lapse Ctrl = 1

I need help adding a line to a taunt that will allow me to like... cancel out of it, but only after its like half done. Anyone know what I mean? I want him to do the taunt for a while with no ability to get out of it, but then after its halfway through you can move or attack and he'll come out of it prematurely. I have no idea how to set this "time gate". Thanks!

Edit: The taunt starts out as ctrl = 0 but after so many ticks it changes to ctrl = 1, thats what I need to set up.

you need to add these

[State 0, CtrlSet]
type = CtrlSet
trigger1 =  time >=  x ; adjust these
value = 1
;ignorehitpause =
;persistent =
