Actually, yes.  If you look at the comics and MCU they've been elevating Carol to levels where she's at Wonder Woman status.  It clearly worked and I think its a good idea, especially as a legacy character - so there's not doubt she's intended to be at a high tier position.

Otherwise, why would they put her against him (I know: the movies and the history, but still)
