Physics related Flash question

Anyone who knows about lights or electricity knows that they are all flashing on/off very quickly (for example a 60Hz light flashes 60 times in a second) but the flashing is so fast we can't see it. And anybody who knows comics knows speedsters like the Flash see things in slow time, like he can watch a bullet as it moves toward him.

So my thought is that when he is reacting fast that means that for some period of time the room is dark to him. That could mean that the whole time a bullet is moving towards him the room is dark to him if the light frequency is in the dark part, and he can't see.

He doesn't travel at the speed of light though (which I think would be circling the globe 60 times per second) so perhaps it's not an issue. I don't think he even approaches it.

It doesn't flash at the speed of light it flashes at 60Hz, or 60 flashes per second. I'd say the Flash's perception is much faster than a normal person (the whole bullet thing). It seems a person can distinguish a 50Hz flash, so I'd say Flash, who at the very least has I'd guess several times faster awareness than a normal person, probably sees the flashes.
