Question about throws in Mugen

I was wondering if it was possible to make it so that a huge character (i.e. Hulk, Thing, Sentinel, Darkseid, etc..) can only be thrown by other huge characters and characters that have super strength as an ability (i.e. Superman, Rogue, Wonder Woman etc..) ?   It's not impossible right?    To make a code that says:  "This character cannot be thrown at all... with the exception of these characters." 

I just got to thinking about it as I was playing my nephew earlier.   It just looked kind of silly to see someone like, and this is only an example, Ice toss around the likes of Hulk and Juggernaut.
