Hmm, I would normally suggest Hollow Boy but he's on a break from requests right now.
Rage can animate though, Why not head over to our request section and tell him exactly what you want?

I made a Ken shoryuken avatar a long time ago, but I don't have the PSD of it anymore so I can't put your name on it. Sorry. =\
