Lo-Res characters to HI-Res

How do I learn how to convert lo res characters to hi res, (Filtered) if someone can tell me i'll be greatful if someone just give me a simple tutorial on converting sprites, tring to convert street fighter 3 styled characters to view how it'll look or could someone convert a Ken, Ryu, or Sean sprite to hi res and just discuss how can I do it

You can do it on flash or photoshop i think but
filtered isnt truly hi-res

could you show me a example or could someone show me a spite that's hi-res and created by photoshop or flash and could someone  tell me which one is better

It's been posted, I think in the HD Hulk release patch thread...
You just use photoshop and some addon program I believe.

BUT, that's to make it filtered, NOT HD.
