They honestly vary depending on things like, dos mugen, winmugen, winmugen plus...
also how much chars/stages you have, and what kind of screenpack.
The specs can vary from only needing 128 MB of ram, to like 1 GB
For the most part, 256 ram, and a 500 or above processor should be enough. You don't need much.

I have 258 MB of ram,and It works fine,so,you are right.The Lag is only there when I play in a Hi-Res Stage,but everything else runs a-ok
