I'm not saying Mugen doesn't deserve the credit, but the Guinness board has a long history of making their own records out of things that aren't exactly quantifiable. This is the same group that declared Cindy Margolis "The most downloaded woman in the world" about ten years ago.

I agree. Morrow wind is probably one of the most customizable pc games out there, probably featuring more mods than mugen (the engine itself, at least, excluding the 1000+ screenpacks released). Meh, that's my opinion.

If you are going that route, I'd think Garry's Mod would be up there too.

The problem is how do you define 'game' and 'customization'?
