Decoding these characters I don't understand it!

I really don't understand how to decode or compress or whatever the code for some of these characters. I'm not kidding, I actually new to this type of game play. Could some one link to a post, send me a link some where, or kindly tell how to gain the characters though there code.

Or you just another who has no idea how to open a rar file?

Can you be a little more clear on what is wrong?
Are you trying to make a new character?
Are you trying to open a .zip or .rar or .ace or something else file and cant open it?
