Making a Leon Scott Kennedy for M.U.G.E.N, need CvS2 template.

I need help right now. Can someone make a CvS2 Template? Or at least teach me how you guys make the template? I also need to make sure how you guys make your templates too. Even without the groove bars.

I'm not on so often, because of the schoolyear. So when you make one or make a tutorial, PM me. Make sure you send a groove bar and no-groove bar version.
