Is this a question or are you needing some help with making your stage hi-res?

One way you can get Hi-Res or make your stage Hi-res is by using a plugin...I think.

No, look at the title, I want to make Hi-res stages into Lo-res stages.

That's a good question, I don't know how to do that, and I wish I did. No, really, I wish I did. If only I knew how to make stages using Fighter Factory first.

You just need to resize the sprites by 2x smaller and realign. Hi-res mugen is just low-res mugen but can only be made at least 640x480 whereas low-res is 320x240.
