What is a air cleaner and what does it do?

Sup fellas i have been on mugen for at least a year i know some things like the back of my hand but there are some things i dont have a clue about like the air cleaner what is it what does it do and when is it nessecary to use the air cleaner in mugen and where do you put the air cleaner Whew thats a lot of Questions but the staff might really want to think about explianing what the tool does a how to if you will. i know most of you dont have the time to explain all this stuff but just think you were a newbie once so enjoy mugen fellas i know i am

i have it but i never used it. i think it may just delete things not used by the character (excessive coding anims). i may be wrong.
