Site for effects?

This is a request within the discussion board but it's more of a group discussion type thing. I will move this thread to the database if we get a good collection of sites for sprite effects.

What I am looking for in particular are Melty Blood effects. Are there any sites out there at all that have an effects section?

A site just for effects doesn't sound that bad by the way. I mean, what if you would love to have a certain special effect for your character, but you don't have the knowledge to make good ones, the site would be marvelous.
