Filtering Sprite Sheets Question

Hello Everyone,

it has been a while. How are you guys doing?

I have question. I was checking some old news and I came across thisone started by Acey like 5 years ago.

The first post shows images of Hercule, Leo, Mech Zangief and Mai. There sprites are filtered to be HD-ish.
I was wondering if there is a specific tool to filter sprite sheets like that. Because I want to apply something like that as a test for a Game I'm woking on.

I didnt know where to start this topic so I started it here.
