How to decrease p2 power

I would like to have that when p1 goes in start state p2 powerbar goes down of certain amount of power

You mean when p1 taunts p2 loses power? Impossible without hitting them in some way shape or form. Unless in a full game. Then you can code into EVERY character a poweradd in statedef -2 that reduces power when this character taunts.

Kinda meh outside of a full game though, unless you code it into everyone.

i see but can you show me a pattern, do you know the game art of fighting the players do this when p1 press start button p2 power went down

Yeah, but art of fighting if done in mugen is a full game, or if it's the actual game it's not mugen and doesn't rely on any of its rules. Option 1 is of course ugly, make the state hit player2 and include

givepower = -30,-30

or something on the hitdef.

Option 2 is friendlier but more work. In every character at the bottom of the .cmd put this

[State -1, Drain]
type = poweradd
triggerall = numenemy
trigger1 = enemy, stateno = 195
trigger1 = enemy, time = 0
value = -30

And i'm GUESSING that 195 is globally a taunt state. It might not be. people may have used something else, hence the full game side of things.
