You mean you have a picture that has a pre-applied palette and you need access to said palette?
Normally you'd load it in a decent image editing program and save the palette in it's native format. Alternatively you can open the picture in Fighter Factory, that will also let you save the palette.
If by template you mean "picture of a palette"... that's not one, but simply 256 colours and saving the palette from it will give you the required palette, possibly + 1 colour.
