There are several things I fixed with this guy. I wasn't that off but as usual I was more off than I felt was acceptable. So I overhauled him and now I'm happy with it for now. I'm sure any breakers fan would be too.

I like the changes.  The AI play style is a bit more versatile now but it is very twitchy.  When I retested his AI he was only barely was able to keep his current level (seven out of ten) because he became a bit more susceptible to projectiles and any type of lunging attack.  His rebalancing seems pretty fair and I didn't notice anything I could abuse except for one setup.

When using the choking throw, (F/B + x or a when close and crouching) you can immediately buffer Astra Rock Buster (D, DF, F, D, DF, F + x/y) to deal a total 480 damage.  The opponent is not able to air guard this setup.  I would think damage dampening on this combo or enabling recovery for the opponent might suffice.  Though the choke can be broken early, it's still a lot of damage for two moves combined and only 1000 power to use.

Also Moonlight Shake (720 + x/y) is not using power.
