rebuilt my PC I have....

Radeon HD7870
8GB RAM
Windows 7 64bit.
I'm using the same monitor and TV that I used on my old build...
AMD Athlon X2 6400+ 3.2 GHz
Radeon HD5770
4GB RAM
Windows 7 32bit
my frame rate is kinda jumpy. It's not running at 60fps like it used to with my old build. Could anyone help me out with this? I have all the updated drivers with my video card. Not sure what's causing the problem.
