Do they have groove bars? Does the version you have have groove bars?
Although normally i would suggest they are simply off screen that is a 4:3 ratio screen shot. CvS does not always mean "has groove bar" especially not if CvS rather the CvS2. CvS simply had a power bar that behaved differently depending on groove. TBH that's all CvS2 had as well but people like to think extra crap on screen is clever
Anyway, check sff file and see if the sprites are there. Check .air to see if animations are there. Find animations in code, see if code is active. Check for config file in case they're off by default. If the sprites aren't in the sff file though, give up.
