Yes, yes they are. I mean MMU was booming and everybody was jumping for joy with MML3. Megaman composes 3/15 top DLC canidates for the Capcom side of MvC including a wide margin #1.

But none of it happened.

(technically the DLC may still happen...)

Short answer, they say no, but we can all clearly see there's no love in that house anymore. Only other way I've put it together in my mind is this: Inafune leaving may have meant that he probably would have gotten some cut out of Capcom's profits if Universe or Legends 3 hit the market since those were the last two projects he started before he left and we all know how Capcom feels about getting that paper. So cancelling them cut him off from the company completely so any other Megaman game to follow would see any residuals going to him. This theory also implies that MML3 (RD3) will never be made due to the previous statement.
