To sum things up...

In the year 20XX, several time portals pop up, with rampaging robots coming out of them. It turns out that Dr. Wily stole 8 of the world's industrial robots and used them to steal the blueprints, for a machine that creates time portals.

Dr. Light developped time portal chips for Mega Man and Protoman, so that they could stop him.

What do industrial robots have to do with time travel portals? And also, did the first portals magically appear?

1) Dr. Wily has them use the portals, to travel through time and attack from anywhere.

Also, Wily stole industrial robots for the purpose of his plans, before (see MM1 and MM9).

Well, sir. You said Wily was going to steal the blue prints for the MACHINE to make TIME PORTALS. This would imply that Wily does NOT know how to make the machines if he's STEALING THE BLUE PRINTS for the machine. <_<

Well, since you put it that way...

The thing is, the blueprints are for the prototype of a time portal-making machine, which means that it's untested.

As for who made the original blueprints, it doesn't really matter. We haven't put that much depth into the story (or backstory, for that matter). It's only a game, after all, so one doesn't need to look too much into it.
