I don't know if this advise helps you, but I have Vista and bought a Logitech Dual Action controller at Best Buy for around $25.00. I didn't have to download any software and it worked automatically as soon as I started Mugen.

i got a plain ole Philips game controller and mine worked as well as soon as i plugged it in and started my mugen. only problem is after some time the buttons can get a lil stuck. but thats cause i beat it up. lol. mine cost about 16 bucks. best one i had was some wireless controller from walmart. havent seen it since in there since i had got mine.

In other words, you don't need to download any software, just plug in a USB controller, set it up in the game options and you're good to go.

Those get pretty expensive, pretty quickly.

The question is pretty vague, in terms of software.
As long as you have the right drivers, you should be good to go. Plug-n-play and generic drivers will probably work too.
If you need to remap buttons to keys, you may want to take a look at GlovePIE.

Some users even use their bluetooth hardware, GlovePIE, and bluesoleil to use the Wii Remote (and its attachments).

just use a playstation1 controller with a usb converter adapter i use two of em for mugen its works fine for me
