Apparently GMSpectre is the one in charge of this custom Fighting game where he recreated UMK3. He says anyone can use his sprites just give him heads up. I think these sprites were used to create Sektor from

Just a heads up that if anybody wants to make a 2d mk mugen game, you could save time and talk with GMSpectre about using his sprites. I think somebody was making a 2d mugen so this could be useful info...

You spelled Sektor wrong. 
Yep. I just ran through Sektor (Mugen) SFF and  I swear it's the same (or very strangely close)
I made this gif of Sektor from the characters sff in fighter factory

Now go to the MK 2d site and look at the Sektor sprite there.

Plus at the bottom of the site GMSpectre thanks Shadow Dio (creator of the 2d Sektor) for permission to use the sprites. So yeah. GMSpectre and Shadow Dio are friends. So since he got the Sektor sprites from a Mugen creator, I'm sure he would give permission to anybody that wants to use his sprites for a mugen creation. Just ask GMSpectre to use the sprites if you want to (but ask Shadow Dio if you want to use the Sektor sprites).
