Can't Change My Characters' Scaling

Hello IMT!
I'm having trouble re-scaling several of my characters (mostly Darkstalkers so far).  No matter what value I place for x or y scale, the characters' sprites will not resize.   
Any help would really be appreciated.  Thanks!

On the cns part of your char, modify these values

[Size]
xscale = 1           ;Horizontal scaling factor.
yscale = 1         

[Atomic]

Thanks for responding so quickly Fallen Angel, but I already understand how the x and y scale values work and have resized many of my characters in the past.  My problem is that a couple of my characters (Demitri and Pyron by Vanity13) will not rescale despite the fact that I have changed their scaling factor values.  They always stay the same standard size no matter what I value their x and y scale.  Any other suggestions?

 ... to be honest if that didn't make it,I will have to check the chars....just gave me the link and I would try to find what is the issue
